6月7日，由紫荊文化集團主辦、集友銀行聯合主辦的“‘一帶一路’十年成果和願景——紫荊文化論壇”在香港君悅酒店舉行。外交部駐港公署特派員劉光源出席並發表英文致辭，致辭全文中英文如下：

大家上午好！很高興應邀出席“‘一帶一路’十年成果和願景”紫荊文化論壇。我謹代表外交部駐港公署對論壇成功舉辦表示熱烈祝賀！
十年前，習近平主席開創性地提出“一帶一路”宏偉倡議。十年來，共建“一帶一路”從立柱架梁到落地生根，打造了一個個“國家地標”“民生工程”“合作豐碑”，迄已吸引151個國家和32個國際組織共襄盛舉，成為深受歡迎的國際公共產品和國際合作平台。回望這十年，既是中國深化高水平對外開放、致力與各方互利共贏的十年，也是中國展現負責任大國擔當、不斷為世界發展作出更大貢獻的十年：
“一帶一路”助推世界經濟增長。 “一帶一路”堅持經濟全球化正確方向，著力構建互聯互通夥伴關係，促進各國共同發展繁榮。隨著“六廊六路多國多港”架構基本成形，一大批務實合作項目扎實推進，共建“一帶一路”持續彰顯韌性與活力，為世界經濟發展引入源源“活水”。 2013至2022年，中國與沿線國家貨物貿易額年均增長8%，雙向投資累計突破2700億美元。當前中國正統籌謀劃構建新發展格局和共建“一帶一路”，穩步拓展健康、綠色、數字、創新等新領域合作，必將為各方打造增長新引擎、開闢發展新空間。
“一帶一路”惠及各國民生福祉。共建“一帶一路”以高標準、可持續、惠民生為目標，聚焦消除貧困、增加就業、改善民生，努力推動發展成果更好造福全體人民。從塞內加爾打井工程為七分之一人口帶來清潔水源，到巴基斯坦煤電項目解決400萬戶家庭用電需求，再到菌草技術往赴百餘國家創造數十萬就業機會，中國大力幫助沿線國家減貧治窮，為各國老百姓帶來實實在在的獲得感，有望助力實現全球近4000萬人脫貧的願景。正如聯合國秘書長古特雷斯所言，“一帶一路”是在經濟發展過程中“不落下任何一個人的倡議”。
“一帶一路”引領全球治理方向。當今世界變亂交織，不確定、難預料風險積聚，全球性挑戰層出不窮。 “一帶一路”秉持共商共建共享原則，弘揚開放包容、互學互鑒的絲路精神，精心打造亞洲基礎設施投資銀行、絲路基金等新機制，不斷促進現有國際秩序增量變革，為全球治理拓展新實踐。十年來，共建“一帶一路”同各國發展戰略、區域和國際發展議程有效對接，核心理念被寫入多邊機制文件，充分說明中國堅持“拉手”而非“鬆手”、“拆牆”而非“築牆”，致力與各方聯袂唱響構建人類命運共同體的“大合奏”。
各位來賓，女士們、先生們，
中國共產黨二十大將“推動共建‘一帶一路’高質量發展”寫入報告，為新時代新征程“一帶一路”建設指明了前進方向。香港背靠祖國、聯通世界，是共建“一帶一路”的參與者、貢獻者、受益者。習近平主席在香港回歸25周年大會上強調，中央全力支持香港抓住國家發展帶來的歷史機遇，主動對接“十四五”規劃、粵港澳大灣區建設和“一帶一路”高質量發展等國家戰略。當前香港正值開創新局面、實現新飛躍的關鍵期，積極參與和助力“一帶一路”建設既是國家構建新發展格局、推進更高水平對外開放的應有之義，也是香港融入國家發展大局、實現自身更好發展的重要環節。
在座諸位嘉賓都是來自各行各業的領軍人物，在香港參與“一帶一路”建設進程中各有所長、大有可為，也必將大有作為。期待大家把握香港發展大勢，做強法律、航運、會計、金融、諮詢等專業優勢，為“一帶一路”高質量發展提供堅強支撐，夯實香港服務“一帶一路”建設之基；期待大家發揮內地與世界“超級聯繫人”作用，拓展特區暢通便捷的國際聯繫，深度參與國際和區域經濟合作，推升香港投身“一帶一路”務實合作之勢；期待大家踐行文明交流互鑒理念，立足香港中西文化交流的窗口地位，積極促進與共建國家文化相融、民心相通，匯聚香港講好“一帶一路”成功故事之力。
外交公署始終踐行外交惠港，將繼續發揮外交所長，全力支持特區鞏固提升競爭優勢，擴大對外交往合作，全方位參與“一帶一路”建設，為香港在服務國家高質量發展中搶抓新機遇、培育新優勢、作出新貢獻提供助力。
大道不孤，天下一家。十年春華秋實充分說明“一帶一路”是合作共贏、共同發展的康莊大道。中方願與各方攜手並肩，共享發展機遇、共創美好未來，推動“一帶一路”這艘巨輪在新征程上乘風破浪、揚帆遠航。

Good morning! It gives me great pleasure to join you in this Forum. On behalf of the Commissioner’s Office of the Ministry of Foreign Affairs in Hong Kong, I wish to extend warm congratulations on the opening of the forum.

Ten years ago, President Xi Jinping proposed the “Belt and Road Initiative”. Ten years on, the BRI has laid its groundwork and entered the stage of all-round growth. It has attracted participation of 151 countries and 32 international organizations, and has become a widely welcomed global public good and cooperation platform. The past decade has not only seen China pursuing high-standard opening-up and win-win cooperation with all countries, but also witnessed China making its contributions to the world with a great sense of responsibility.

The BRI boosts the growth of the world economy.

The BRI adheres to the right course of economic globalization and strives to build partnerships for common development and prosperity of all countries.

Over the years, a basic BRI framework of “six economic corridors, six connectivity networks, and multiple countries and ports in different parts of the world” has taken shape. Under this framework, a large number of cooperation projects have been carried out, injecting continuous energy to the world economy.

From 2013 to 2022, China’s trade in goods with Belt and Road countries grew at 8 percent on average every year, and two-way investment between China and these countries surpassed 270 billion US dollars.

As China is building a new development paradigm, cooperation in areas of health, environment, digital economy and innovation will be further expanded, which will serve as a new engine of growth for all parties.

The BRI improves the well-being of people of all countries.

The Belt and Road cooperation focuses on eradicating poverty, creating jobs and improving people’s livelihood.

In Senegal, China carried out well-drilling projects and helped one-seventh population of the country to drink clean water. In Pakistan, China conducted coal power projects and provided electricity to 4 million people. China has also exported Juncao technology to more than 100 countries and created hundreds of thousands of jobs there.

Through these efforts, China has helped Belt and Road countries reduce poverty and their people enjoy a real sense of happiness. 40 million people around the world are likely to be lifted out of poverty with China’s contribution.

As UN Secretary General Antonio Guterres said, the BRI is an initiative that aims to leave no one behind on the path of development.

The BRI helps to improve global governance.

Today’s world is facing uncertainties, instabilities, unpredictable risks, and emerging global challenges. Given such circumstances, the BRI has built up new mechanisms such as the AIIB and the Silk Road Fund under the principle of extensive consultation, joint contribution and shared benefits and the Silk Road spirit of openness, inclusiveness and mutual learning, which helps to improve the global order and global governance.

Over the past decade, the BRI has been effectively aligned with development strategies of various countries and different regional and international development agendas. Belt and Road cooperation has also been written into many multilateral documents, showing that China hopes to“join hands” with each other instead of“letting go” of each other’s hands, “tear down walls instead of“erecting walls”, and that China is committed to building a community with a shared future for mankind together with all countries.

Distinguished guests, ladies and gentlemen,

High-quality Belt and Road cooperation has been written into the report of the 20th national congress of the Communist Party of China, which points the way forward for the BRI development on a new journey.

Hong Kong enjoys both the support of the motherland and close connection with the world. It is not only a participant, a contributor, but also a beneficiary of the Belt and Road cooperation.

At the 25th anniversary of Hong Kong’s return to the motherland, President Xi stressed that the Central Government fully supports Hong Kong in seizing opportunities from national development and aligning itself with national strategies such as the 14th Five-year Plan, the Greater Bay Area and Belt and Road Initiative.

At present, Hong Kong is in a critical period of new development. By participating in the Belt and Road cooperation, Hong Kong can help the country to build a new development paradigm and achieve high-standard opening-up. At the same time, it can further integrate into national development and achieve better development of itself.

All the distinguished guests here are heavyweights from different industries. You have much to contribute and much to gain from Hong Kong’s participation in the BRI.

I hope you could seize the trend of Hong Kong’s development, make Hong Kong’s professional advantages in the legal, shipping, accounting, finance and consulting sectors even stronger so as to consolidate the foundation for Hong Kong to serve the BRI cooperation.

I hope you could help Hong Kong better leverage its role of “super connector” between the mainland and the world, deepen Hong Kong’s connection with other countries so as to create better conditions for Hong Kong to participate in the BRI.

I also hope you could make best use of Hong Kong’s role as an East-meets-West place, promote cultural exchanges and mutual learning so as to make Hong Kong a success story of “Belt and Road cooperation”.

Our Commissioner’s Office will continue to use our diplomatic expertise to support the SAR in enhancing its competitive advantages, expanding exchanges and cooperation with foreign countries, and participating in the Belt and Road cooperation. We will do our best to help Hong Kong seize new opportunities, cultivate new advantages and make new contributions to the country’s high-quality development.

The remarkable achievements of the past decade demonstrate that Belt and Road is a path to win-win cooperation and common development. China hopes to walk side by side with all parties on this path to share development opportunities and create a better future together!
